REQUEST FOR EXPRESSION OF INTEREST: Development Of Improved Rainfed Agriculture Based On Bunding And Land Development For Rice Production In The Nasia-Nabogo Inland Valley
The project identified 10,000ha of land best suited to the development of improved rainfed agriculture and is currently developing 3,000ha based on bunding and quality land development for rice production in the inland valleys. The remaining 7,000 ha is available for cropping. These areas were first identified from LiDAR and orthophoto maps and then confirmed with field visits to verify their suitability for rice farming and ability to support improved rain-fed systems. The areas were also selected to ensure that all sites are reasonably accessible and in close proximity to the main population centers and support facilities along the main Tamale-Navrongo road, so that potential investors can be assured of access to labor and markets.
The objective of this Request for Proposal is to invite agribusiness companies, aggregators or key actors in the rice value chain with expertise in providing services to FBO and outgrowers to submit application on how they could be supported to assist between 1,500 and 2,000 already existing small to medium scale farmers on the remaining 7,000 Ha of land in the Nasia-Nabogo area by providing them with the required stream of agribusiness services such as complete mechanization services including ploughing, harrowing and harvesting, agro-inputs, training, farm management, records keeping and market linkages. The application must clearly indicate the type of investment required and what proportion would be required as support from GCAP to successfully carry out this partnership. Also important is the crop calendars with timelines and the estimated costs for implementation.
Priority would be given to interventions in the rice value chain, but consideration would be given to other GCAP selected crops such as maize and soyabean. Selected applicants would be required to work with farmers already cultivating in the area on their own or leased lands.

3. Competitive Matching Grant
The Ministry of Food and Agriculture now invites applications from potential agribusiness companies, aggregators or key actors to indicate their interest in a competitive matching grant scheme for a proposed investment based on a set of eligibility criteria to facilitate providing services including complete mechanization services, agro-inputs, training, farm management, records keeping and market linkages to already existing small to medium scale farmers in Nasia-Nabogo area. This partnership would be implemented over the next 5 years, but continuous support would be based on annual assessment of performance.
4. Eligible activities that will be funded
GCAP support will be based on approved bankable business proposal and subsequently negotiated items/activities in the budget. Likely activities to be funded are land development including bunding and levelling, storage facilities, input supplies and technical assistance.
5. Eligibility Criteria
Eligible criteria that will guide the selection of agribusiness companies, aggregators or key actors for the Nasia-Nabogo Inland Valley Matching Grant Scheme include the following:
Track record of successful operation as an agribusiness entity in Ghana, preferably in the SADA zone.
Evidence of enough financial resources (working capital) to match the grant and to operate as an agribusiness in the last 5-10 years.
Evidence of a compelling business case that is technically, financially and economically feasible/viable.
Evidence of previous experience working with contract farmers/outgrowers and commitment to work with contract farmers/outgrowers preferably the SADA Zone in the last 3-5years.
Demonstrate ability to manage activities of between 1500 to 2000 smallholder farmers in the SADA Zone.
