REQUEST FOR EXPRESSION OF PROPOSAL-USAID/GHANA’S AGRICULTURAL DEVELOPMENT AND VALUE CHAIN ENHANCEMENT (ADVANCE) II PROJECT

METSS II AND ADVANCE II Profiles:
The USAID Monitoring, Evaluation and Technical Support Services II (METSS II) Project is a four-and-half year agreement between the United States Agency for International Development (USAID) Ghana Mission and the United States Department of Agriculture (USDA), whereas the Agricultural Development and Value chain Enhancement (ADVANCE)II Project is a five year Project implemented by a consortium led by ACDI/VOCA. METSS II Project’s role is to provide rigorous monitoring and evaluation (M&E) and other related support services to the USAID/Ghana Mission’s efforts toward evidence-based planning and performance management, while ADVANCE II Project was designed to improve the competitiveness of maize, rice and soybean value chains in the USAID/Ghana’s Feed the Future Zone of Influence (ZOI) in Northern Ghana.
Both METSS II and ADVANCE II are funded under USAID/Ghana’s Economics Growth (EG) Office (EGO). They both contribute to USAID/Ghana’s Country Development Corporation Strategy (CDCS) Development Objective 2 (DO.2): Sustainable and broadly shared economic growth, which is the direct responsibility for the Economic Growth Office of USAID/Ghana. The DO.2 contributes directly to the CDCS goal of ‘’Accelerating Ghana’s transition toward established middle income status’’.
METSS II, on behalf of USAID/EGO is seeking the services of a consulting firm, or a team of evaluation experts to carry out the final evaluation of the Agricultural Development and value chain Enhancement ADVANCE II Project. The successful firm or team will be required to meet the deliverables contained in the detailed Statement of Work (SOW) available upon request via email. There is no guarantee that METSS II will utilise the services of any individual responding to this Request for Proposal (RFPs). The detailed Statement of Work (SOW) which includes the period of performance and expected deliverables will be available upon request via email; firstname.lastname@example.org. In order to continue in the process for consideration, a written response to this RFP via email is necessary.
Purpose of the RFP
The purpose of this final evaluation is to examine the extent to which the overall goal and objectives of the Agricultural Development and Value Chain Enhancement II Project (ADVNACE II) have been achieved. The evaluation will also assess how the implementation of the project’s interventions have contributed towards achieving USAID/Ghana’s Country Development Strategy (CDS) 2013-2019 Development Objectives (DO) 2; Sustainable and Broadly Shared Economic Growth and associated intermediate results.
Increased competitiveness of major food chains (Ref. FTF IR 1, IR2; improved enabling environment for private sector investment (FTF IR 1.3), IR2.3; improved resiliency of vulnerable households and communities and reduction of under nutrition (FTF IR2)
The evaluation will specifically identify project component, which either work well or not, and why. The evaluation will provide USAID, it’s implementing partners and stakeholders with data on outcomes, best practices and lessons learnt to inform current and future value chain programming.

METSS II complies with U.S Sanctions and Embargo Laws and Regulations including Executive Order 13224 on Terrorist Financing, which effectively prohibits transactions with persons or entities that commit, threaten to commit or support terrorism. Any person or entity that participates in this SOW process, either as a consulting firm, or a team of evaluation experts, must certify as part of the bid that they are not on the U.S. Department of Treasury Office of Foreign Assets Control (OFAC), Specially Designated Nationals (SDN) List and is eligible to participate. METSS II shall disqualify any proposal received from any individual or entity that is found to be on the List or otherwise ineligible.
Applicant(s) are expected to examine the specifications and all instructions contained in the detailed Scope of Work document including the terms and conditions of the resulting contract. Failure to do so will be at the Applicant(s) risk. Applicants are responsible for all costs associated with preparation and submission of their bid package. METSS II will not reimburse bidders for costs of preparing bids.
