REQUEST FOR EXPRESSIONS OF INTEREST (Short-Term Individual Consultant: Project Management Expert) 

De-Risking Agricultural Finance for Small-holder Farmers in Africa Project 

The Private Agricultural Support Trust (PASS) received financing from the African Development Bank toward the cost of the De-Risking Agricultural Finance Project,and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultant – Regional Coordinator Uganda-Ghana. The DAFS project will: (i) promote crop insurance to smallholder farmers by minimising climate-related supply chain disruptions; and (ii) improve financing and investment to the agricultural sector through credit guarantee schemes. DAFS will enhance access to finance by smallholder farmers by de-risking agricultural finance. The potential consultant is expected to carry out this assignment for 24 months starting December 2019. 

PASS now invites eligible Individual consultants to indicate their interest in providing these services. Interested consultants are invited to respond by submitting their CVs indicating their qualifications and experience. The consultants should

(i) have a minimum of a Bachelors Degree or Equivalent in Business administration, Finance, Accounting, Development Economics, or a related discipline;

(ii) More than four years of documented experience of working in a related field of study in Uganda and/or Ghana;

(iii) Proven knowledge of banking and insurance sector in Uganda and/or Ghana, as well as regulatory and governmental processes aiming at supporting those sectors. Prior exposure to the Ugandan Banking Association and Ugandan Insurance Association highly desirable;

(iv) Proven knowledge of agricultural credit initiatives in Uganda and/or Ghana, with a strong focus on digital solutions and use of mobile technologies;(v) Knowledge and experience of private sector development, rural development and project management;

(vi)Knowledge of farmer organisations, input providers, credit guarantee agencies in Uganda and/or Ghana; and

(v)Experience of drafting succinct reports and financial management. 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website.
