Project: People’s Green Energy

The “People’s Green Energy” Project is a proposed country measure of a global project commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) to improve access to modern energy services and to promote alternative and sustainable technologies using renewable energy and energy efficiency. The project promotes investments in decentralized energy systems and productive use of energy with the participation of citizens, as well as in partnership approaches. The country measure Ghana is proposed to focus on
a/ the promotion and further development of the capacities of skilled workers, mainly for solar irrigation systems ( installers and farmers);
b/ access to decentralized renewable energy systems for enterprises and cooperatives, as well as for social institutions ( solar irrigation systems; PV systems for cooling and processing agricultural products and for other income-generating activities; schools and health facilities) with the help of incentives ( results-based financing);
c/ the promotion of investment in decentralized RE systems ( mobilisation of financing by banks and crowdfunding by banks and crowdfunding companies).
The target groups of the project are farmers, enterprises active in rural areas, cooperatives, women’s groups, social institutions, and users of training facilities. Main political partner is the Ministry of Energy.
The advisor performs the following tasks:
~ assists project initiatives, e.g. support of private larger energy consumers in developing and financing RE systems in rural areas and advice to the Energy Commission on framework conditions for decentralised RE systems in rural areas, provides professional advisory services to and cooperates with the relevant sector stakeholders, in particular Energy Commission, Ministry of Energy, regional offices of Association of Ghana Industries (AGI) and agricultural associations;
~ assists in identifying potential RE projects in rural areas in close cooperation with agricultural associations and regional offices of AGI, which will be supported subsequently
~ supports previously identified larger energy consumers in rural areas in the development of RE system projects, advises on the mobilisation of financing and supports in finding suitable RE service providers;
~ advises, among others, the Energy Commission on developing a licensing system for companies offering solar pumping systems;
~ supports cooperation, regular contact and dialogue with partners, assisting with PR workand cooperating with relevant organisations, non-governmental agencies, and individuals in the project environment and with other projects, in particular AGI’s “Energy Service Centre”, which is supported by the project “Market Entry for into RE and EE for the Productive Sector”, to improve and maintain good working relationships;
~ ensures knowledge transfer of project information, in particular ensuring transfer of knowledge from work undertaken by consultants to the partner institutions;
~ develops ready-to use strategies and technical concepts, including guidelines, manuals and procedures
~ assists with general project planning and developing project concepts, including preparation, organisation, and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation.
¬ Master’s Degree ( MSc) in a subject relevant to the project objectives,e.g. engineering, renewable energy, and energy efficiency, agriculture;
¬ 4 years of professional experience in a comparable position;
¬ experience with curriculum/training programme development or installation, maintenance and planning of solar pumping/irrigation systems is a great asset;
¬ fluent in English in a spoken and written form. A working knowledge of German is an asset;
¬ very good working knowledge of ICT technologies and computer technologies
¬ strong interpersonal skills.Work experience in an intercultural environment is an asset.
