A/ Programme Description
Climate change negatively impacts human livelihood and natural systems. Insurance-related approaches are increasingly gaining significance as the financial consequences of weather-related risks need to be reduced. The programme “Promoting Integrated Climate Risk Management and Transfer Approaches” (ICMR) is concentrating on the role of (re)-insurance within an “Integrated Climate Risk Management” (ICRM) approach, which was jointly developed by the Munich Climate-Insurance Initiative (MCII) and the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH.
The programme, funded by the German Federal Ministry for Environment, Nature Conservation, Building and Nuclear Safety (BMUB), aims to integrate climate risk insurance mechanisms in ICRM approaches to protect smallholder farmers and commercial agricultural producers against financial risks caused by extreme weather events. The programme has designed distinctive concepts for different ICRM challenges in four different countries. The respective concept in Ghana will be implemented here. The programme develops a mechanism (sovereign risk pool) which protects smallholder farmers and links them to additional preventive and risk reduction mechanisms. For commercial agricultural companies sustainable insurance products are developed by the Ghana Agricultural Insurance Pool (GAIP).
The concepts, lessons learned and recommendations from all four countries, but also those from initiatives of other international donors and NGOs are made publicly available, leading to replication and scaling up of the approach(es) internationally. They will be presented according to BMUBs requirement and disseminated for contributing to the international debate in the context of the “Warsaw International Mechanism” (WIM), the United Nations Framework Convention on Climate Change (UNFCCC) and the Post Hyogo Process.
Beyond this, the assignment encompasses the coordination of project activities, which are mandated by the global programme as “Contributing to the NDC Partnership and implemented by GIZ’s Climate Policy Support Programme” through a specific services package (Leistungspaket) to the country portfolio, Ghana. The objective of the services packages are:
1/ The technical working group on the implementation of the NDC 2020-2030 is being supported to finalise adaptation/mitigation planning for the agricultural sector involving private sector and Civil Society Organisations (CSOs) in a public-private dialogue
2/ Local governments and extension service providers are being capacitated on tools and instruments available on climate smart agriculture to strengthen community resilience on agricultural risks ( eg. Drought, flood, wind, and bushfire)
The advisor is responsible for:
¬ managing the area of Agricultural Climate Risk Management Approaches (prevention and mitigation measures) that form part of the programme objectives, team agreements and/or agreements with the superior;
¬ coordination and management of project activities, which are mandated by the global programme “ Contributing to the NDC Partnership and implemented by GIZ’s Climate Policy Support Programme” through a specific services package (Leistunspaket) to the country portfolio Ghana; in close consultation with counterparts at the Ministry of Food and Agriculture (Crops Services Directorate), the EPA and the MESTI.
¬ coordination and steering of interns supporting the work of the advisor;
¬ assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of programme partners
¬ assuring a gender-sensitive implementation of the programme activities;
¬ innovation and knowledge management
The professional advisor performs the following tasks:
1/ Advising the partner institution(s)
¬ assists and monitors the development and implementation of programme plans and activities in close consultation with his/her superior, partners and counterparts on national as well as sub-national levels’
¬ contributes to preparing and implementing the coordination process, joint programme activities and work at the national and sub-national levels, especially with the MoFA Crops Services Directorate, NADMO and district assembly officers in the selected pilot districts of the project;
¬ as for the services package rendered, the advisor will liaise with the relevant governmental, non-governmental and private-sector institutions involved in the project;
¬ deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s area of activity;
¬ develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
2/ Networking and Cooperation
¬ supports cooperation, regular contact, and dialogue with partners, assists with PR work and cooperates with national and local government institutions, communities, relevant organisations, non-governmental agencies and individuals and individuals in the programme environment and with other programmes to improve and maintain good working relationships;
¬ communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme.
3/ Knowledge Management
¬ ensures knowledge transfer to programme information;
¬ develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures;
¬ draws up reports and presentation documents;
¬ prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office;
¬ assists with research activities and studies on political issues which benefit joint programmes.
4/ Coordination tasks
The professional advisory
¬ assists with general programme planning and develops project concepts, including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
¬ coordinates relevant programme activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects;
¬ compiles the relevant information for joint activities and assignments;
¬ handles order management on behalf of GIZ ( eg. offer preparation, impact monitoring,programme progress review, reporting);
¬ the advisor will coordinate and manage intern(s) to support the implementation of work package activities on national level and in the field;
¬ assisting the programme bureau in other tasks to be discussed in the individual case
D/ Required qualifications, competencies and experience
¬ Masters/MSc in an area of Agriculture or Climate Change Adaptation that is related to the project/programme objectives, with a strong focus on climate smart agriculture
¬ At least five years of professional experience in the area of financing agricultural production
¬ Profound experience in the area of prevention and mitigation of climate change related weather risks;
¬ Work experience on national and sub-national coordination mechanisms in Ghana to deal with climate change, disaster prevention and/or disaster mitigation
¬ Experience in conducting social and scientific studies and analyses
¬ Profound knowledge on Ghana’s Nationally Determined Contribution (NDC) implementation processes, as well as other international climate change agreements such as the Paris Agreement;
¬ Profound expertise in the management of national and international experts/consulting companies
Other knowledge, additional competencies
¬ Very good working knowledge of ICT technologies ( related software, phone, fax, email, internet) and computer applications ( eg. MS Office);
¬ Fluent in written and oral knowledge of the European language widely used in the country
¬ Working knowledge of German is a strong asset;
¬ Willingness to develop skills as required by the tasks to be performed: corresponding measures are agreed with management;
¬ Willingness to travel frequently within project intervention districts and beyond Ghana.
