Organization Brief Background
Shea Network Ghana (SNG) is an organization of shea sector businesses, stakeholders and value chain actors (collectors, buyers, traders) formed in 2010 to influence policy and provide solutions to industrywide challenges for overall growth of the shea sector in a coordinated and multi-stakeholder approach. We provide the platform to share industry experiences and knowledge, facilitate synergy and promote shea usage, develop opportunities for stakeholders and share benefits for all. We have a direct institutional membership of 102 organizations. Key member categories of SNG include international and local facilitating NGOs, large international shea buyers and producer organizations among others. We are the most representative and professional structure serving the interest of shea value chain actors in Ghana.
Project Snap Short
Shea Network Ghana (SNG) and four of its member organizations Development Frontiers (DF), Center for Women Opportunities (CENWOPP), Savannah Integrated Rural Development (SIRDA), Pure Trust Social Investors Foundation (PTIF) have secured funding from Star Ghana under its Gender Exclusion and Social Inclusion (GESI) strategic partnership Component to implement improving marginalised women rights to access and control shea parklands to guarantee long term sustainable investment.
The main interest of the project is to include marginalised women and excluded social groups into long term decision making on shea resources and parklands management for sustainable investment. The shea tree is the only source of shea kernels, which to a large extend is a major component of the savannah ecosystem and has been traditionally managed in agroforestry farmed parklands. The traditional system has been of farmer managed, communally and clan ownership of the trees, which in some cases restricted mainly to landowners, chieftaincy and indigenous males. Access to the tree by women pickers, is only on temporary and annual basis without guarantee access to the tree for long term management.
This project is seeking to address elements of discrimination of access to a naturally growing tree which should actually be available to all to access and invested in without any form of discrimination. Segregated control of who accesses the tree, and where, is still prevalent in all communities of the resource (my farm, my trees). But it is the rights of women (even men), that have invested in tree planting, fire-protection, watering, weeding, etc., that need to be strengthened and allowed by chiefs/landowners. The focus of the project will be to engage a number of stakeholders to commit to adopting and providing opportunities for all to access. The engagements need empowered women groups and Civil Society Organization’s operating in shea within the context of available evidence to be able to influence the duty bearers to observe the rights of marginalised women and excluded groups. The overall goal of the project is to have
Marginalised women have increased usufruct (access) rights to shea parklands for long term investment. The specific objectives are:
¬ To strengthen the capacity of leaders of marginalized women to demand usufruct rights to shea resource governance for sustainable access, tenure rights and greater investments.
¬ To strengthen the advocacy capacity of Civil Society Organisations (CSOs) in shea resource governance to influence usufruct rights of marginalised women sustainably.
¬ To increase the commitment of regional, national and district authorities to strengthen policies and regulations that support inclusive shea tree resource governance
The project outcomes are:
¬ Marginalized women have increased rights to access and participate in shea resources governance
¬ CSOs have increased capacity to influence rights of marginalised women in shea resources governance
¬ Regional and National authorities demonstrate increased commitment to improving policies and regulations that support shea tree resource
Target Groups: Women shea collectors, migrant settler women, Women not married (single, aged, widows) and poor women resident in shea density locations.
¬ Northern Region (Mion, Karaga, Gushiegu, East Mamprusi, East Gonja, West Gonja, North Gonja, Nanumba North)
¬ Upper East (Kasena Nankana East and West)
¬ Upper West (Lambusie Karnie, Lawra District)
Purpose of Service
The 30-month project is scheduled to commence implementation of its activities in September 2017. A consultant is required to undertake baseline studies to find out the current level of issues pertaining to access to shea parklands by women for long term investment in shea trees. The purpose of this ToR is to set out the overall guidelines to a consultant to be able to gather relevant data on the issues. The findings and report will not only feed into subsequent activities of the project but also provide evidence to support quality dialogues with key stakeholders and duty bearers such as traditional authorities and regional as well as national agencies with regulatory responsibilities.
Overall Goal of Study
The overall goal of the study is to have a clear understanding of the parkland system and how it fits within a tenurial framework from both a traditional and national governance system’s perspective
¬ Find out in general the types of land holding systems in Project Districts communities and rights to access of shea parklands by socially excluded groups (women, poor women, unmarried, aged and settler women)
¬ An assessment of specific cultural challenges and local conventions on land ownership and access to shea trees for longer term investment in target Districts.
¬ Investigate the various form of discriminations among target groups indicated to access control and invest in shea trees for long term ownership
¬ Governance, policy and institutional impact on shea tree tenure in Northern Ghana
Scope of work
The scope is limited to the three Northern Regions and specified Districts, existing national polices, regulations and institutional arrangement on shea tree tenure rights in Ghana.

¬ Profiles of previous assignments in closely related subject area undertaken
¬ Financial proposal
The consultant/firm of consultants must demonstrate full competence in implementing the scope of work with strong expertise and relevant industry background required for this project from a technical, educational and experience perspective with good knowledge of the shea sector in Ghana. Specifically, the consultant(s) must:
¬ Possess an advanced University Degree in Agriculture, Agricultural Economics or related programmes such as Land Economy, Law and Forest Governance as well as Tree Crop Specialist and African land tenure specialist etc.
¬ Have direct practical experience in rights based advocacy, land rights, range lands management, forest governance and parklands management
¬ Proven experience in carrying out agricultural and high quality private sector/government intervention analyses.
¬ Consultant(s) must demonstrate good familiarity with the shea tree and Non-Timber Forest Products (NTFPs) governance in Northern Ghana.
¬ Excellent writing and reporting skills
¬ Preference will be given to emerging female researchers in the Shea industry studying for their Ph.D.
