Baseline Study for Satellite-derived Geodata Project in Ghana

A Consortium of Ghanaian and Dutch Institutions intend implementing a project that focuses on utilisation of remote sensing satellite imagery as data source to provide timely and resourceful information services to 120,000 smallholder farmers ( and their families) in Ghana via an expanded Farmer Helpline channel. The study will essentially capture:

¬ Gender;

¬ Use of water;

¬ Use of agrochemicals;

¬ Use of seeds;

¬ Access and use of agrochemicals;

¬ Prevalence of pests and diseases on crops;

¬ Income; and

¬ Yield;

of the smallholder food producers.

The Consortium intends engaging the professional services of a research organisation(s) to undertake baseline studies for the project.

This RFQ is soliciting for submissions (Activity Cost/Institutional Profile) from reputable local and international research institutions interested in providing these services.


The deliverables will include:

¬ a questionnaire that will guide the interviews with stakeholders and project constituents;

¬ a draft  report  that  will  be reviewed and validated by the Project Coordination Unit (PCU); and

¬ final project baseline report.


The assignment is expected to span 6 months in Ghana.


The awarded institution(s) is expected to undertake the service(s) with the highest standards of professional and ethical considerations, competence and integrity. They are expected to deliver all relevant outputs to be provided in the Terms of Reference (TOR) in a most effective and efficient manner within the assignment period.


The Project Coordination Unit (PCU) of the Ghanaian-Dutch Consortium now invites eligible research organisations to indicate their interest in providing the services. Interested organisations must provide information indicating that they are qualified to perform the services (brochures, professional fees, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Institutions may associate to enhance their qualifications.

Institutions will be selected in accordance with the procedures set out in the EU’s Selection and Employment of Consultants.
